Training & Management Development ProgramsTop
JDC-ELKA focuses primarily on training senior executives in the public service, in the belief that this group holds the key to a quality management infrastructure. All of JDC-ELKA's training programs last a year, with two-to-three day sessions each month. These programs are designed to generate and influence long-term strategic changes and to inculcate basic changes in administrative welfare concepts.
Central Government:

Modular Program for Directors-General (Level A) A 100 hour course designed to broaden the knowledge of theories and practice involved in administering a government ministry. Civil Service Commission Ministry of the Interior
Policy Making and Administration in the Public Sector (Level B) A year-long course designed to enhance the ability of senior executives from all government ministries to meet the national and managerial challenges of their field through advanced knowledge of policy-making and management.

Civil Service Commission
Management Development - Ministry of Health A 300 hour course for Ministry of Health executives and hospital senior staff. Its goal is to guide managers in making the organizational changes necessitated by the health system reform. Ministry of Health

Management Development - Directors of Social Services A year-long course that emphasizes consolidation and improvement of job functions, organization and development skills and familiarization with modern management skills.

Developing Social Leadership - Directors of Social Services A follow-up course for social services directors that emphasizes the leadership element in their work: Finding novel methods to solve social ills in cooperation with the community and clients. Developing Educational Leadership - Education Department Directors This unique two-year program combines comprehensive training for the department head with organizational development of the entire department, in order to implement system-wide change in local education management. The 21st Century Forum for Mayors An integrated framework comprising seminars, study groups and individual counseling. The aim is to develop knowledge of national, regional and local issues while addressing the role of a municipal leader. The program includes a comprehensive training program, peer-learning forums and a yearly convention.

Professional Forum - Education Department Directors A peer learning forum designed to provide a framework where directors can share knowledge, discuss common issues and develop solutions Ministry of the Interior Local Authorities
Professional Forum-Municipal Planning Units Between 1985-2000 JDC-Israel established Municipal Planning Units (MPUs) in over 30 local authorities. JDC-ELKA continues to support MPUs professionally through a peer-learning forum for MPU directors. Ministry of the Interior

JDC-ELKA Graduates Since 1994, JDC-ELKA has placed great importance on organizing its graduates, who now number 1,500, into a cohesive group, in order to influence the quality of public service. JDC-ELKA holds a yearly conference for its graduates with an average participation of 600 executives and runs various activities, such as lectures and academic programs. Cross-Sector Training Program (in development) A training program promoting cross-sector partnerships as a leading management approach. Includes participants from the government, voluntary and private sectors.

The effectiveness of senior public executives is dependent on the quality of their administrative support environment. JDC-ELKA conducts a number of organizational change and development programs geared towards improving the effectiveness of individual public sector units and their interface with additional units and organizations.

Relations Between Elected Officials and Professional Staff Forums and customized training to ease the tensions between professionals and elected officials within the municipal system. Breakthrough Program A unique framework that provides individual support and assistance to JDC-ELKA graduates who wish to initiate and lead an organizational change process in their system.  
Glass Ceiling The Glass Ceiling is a term that describes the situation in which women rise to a certain level in an organization, but are then prevented from progressing further by an invisible social-structural barrier. JDC-ELKA's Glass Ceiling programs assist public sector organizations understand their glass ceiling problems and create conditions that promote equal opportunities for all. European Foundation for Quality Management (EFQM) An intensive 3-day course to familiarize organizational consultants with the EFQM model. Upon graduation consultants are authorized by the EFQM to introduce this model to public service organizations. Ministry of the Interior Civil Service Commission

JDC-ELKA's expertise in the fields of public administration and organizational development and its experience in implementing change in the Israeli public sector, serve as a platform for developing unique management tools and models to assist senior executives in meeting the ever-growing challenges of their positions.

Civil Service Reforms - Training Kit Training kit that introduces senior public officials to new public management methods, and creates an impetus for them to serve as agents of reform within their ministries.

Holistic Social Planning - Aging Population In order to promote comprehensive social planning in local authorities, JDC-ELKA developed a holistic planning model for the elderly population, including a "how to" manual. Transitions (Ma'avarim) A model for a community-employment center in the rural sector, to help local authorities in the rural sector deal with its acute employment problems. The model was developed in the Northern Negev, and will be disseminated in other regions. Relations between NGO's and Local Authorities A study addressing the relationship between NGOs and local authorities to develop mechanisms for coordination and supervision. Measuring the Quality of Municipal Services A tool for measuring the quality of services provided by local authorities. The tool was developed in Jerusalem and is being disseminated to other municipalities Ministry of the Interior

Partnership Center for the Public Sector (in development) A center for gathering, developing and disseminating knowledge on partnerships between public sector organizations. The center will include a database on the subject, training for inter-organizational cooperation, consultancy services.

Community Impact Analysis A tool for planners and policy makers who authorize building proposals, emphasizing the social implications of a building plan so as to ensure that community needs and interests are best served. The document also details methods of information gathering and techniques to involve citizens in the planning stage. Voluntarism In response to a growing need to expand and coordinate voluntarism in Israel, JDC-ELKA has established an internal unit whose goals are: To promote partnerships between existing organizations; amass, develop and disseminate knowledge on voluntarism; and initiate new collaborative projects in the field. Minority Sectors: Arab, Druze and Bedouin Coordination of programs run by the different JDC-Israel divisions and collaboration with additional organizations, in order to initiate a holistic effort aimed at bridging the social gap between the Jewish and Minority populations living in Israel.
